The highlighter has learned that State Representative Karen Yarbrough is working hard in Springfield to protect taxpayers from negligent board members. State Representative Yarbrough presented House Bill 1680 to amend the school code on February 22, 2007. Voters are often tricked into believing some candidates will better our schools and put our "children first". Once voted into office, these same candidates become arrogant assholes that put our children last. Our schools are ranked 90th out of 90. Yet, School Board President Emanuel Chrissy Welch has financed his campaigns, given millions of dollars in contracts to his friends, and hired his entire dysfunctional family. Emanuel Chrissy Welch, the insider, is having a cow over Bill 1680.
House Bill 1680:
Amends the School Code. Makes changes with respect to requiring a regional superintendent of schools to employ a regional inspector general for school districts; a school board member having a fiduciary relationship with the district; allowing a school board member to be removed for negligent (rather than wilful) failure to perform his or her official duties, any violation of the School Code, or a breach of fiduciary duty; prohibiting a school board member from holding any other public office; requiring a district to establish a database listing all vendors who have contracts with the district; a school board employing a general counsel; prohibiting a school board member, employee of a school district, or general counsel from being interested in any contract, work, or business of any school district, in the sale of any article, or in the purchase of any property that belongs to any school district, is sold for taxes or assessments, or is sold by virtue of legal process at the suit of any district; and exceptions to the requirement that contracts involving an expenditure in excess of $10,000 be awarded to the lowest responsible bidder.

It really says something about the proviso community when we have to get a state law passed so we will be protected from our elected officials.
This is the greatest law that has ever happened for schools, to have some financial responsibility in place.
This is why I support State Rep. / Committeeman Yarbrough. this lady has been workin her ass off from day one (1). Unlike the other guy. Great job Yarbrough. This will stop the Welches and Moores and Coglianese`s of our towns from thier B.S. I strongly feel that a person with certain felony convictions should not be allowed to serve on our school boards. It kind of sends the wrong message. I realize that people do change but let them run for other offices , not the school board where our children are. Maybe a village or township office but not the school boards. It was a shame to see School board 88 member ron anderson in the paper for his home being raided by the DEA for drugs during his election when he was arrested and that brought about his total arrest record that includes forgery, drugs, weapons charges, and violations of felony probation. WOW !!! and we supported this guy becaise Mayor Pasqualli sugested that he was the one for our schools. What a joke. thats another thing we have to stop. Stop letting these village Mayors tell us who to support just because they are the Mayor. Bellwood is 83% African American and we let a (excuse me) but a caucasian man tell us who to vote for and we DO IT.. Dam people , its time for the non-sence to stop. Anyone who wouldnt support stopping corruption, when you have the facts, must want to keep it going! For too long in Proviso Township, under the leadership of Eguene Moore, has corruption ran rapid in our schools, but now the time for change has come, and (Chris Welch) is scared that their good thing is coming to an end.
I embrace the bill, because it puts someone in a position that will closely monitor corruption. Why wouldnt you want something or someone like this? Because even though we have elected officials on school boards, often times the citizens dont know about their evil intentions until its too late.
If you arent doing anything wrong, what will you have to worry about.......becasue the regional superintendent has to prove your wrong misconduct, right?

This bill is awsome !!!!! This will slowly end the political garbage in sd88,89,& 209 once it is implimented. If the machine bosses know this law is in place then they wont try to stack theses school boards with self agenda driven people who are out for contracts and illegal bidding for construction and employment. I wish it would have come sooner before Welch gave Moore all that tax payer money for the insurance at the district.
